Which Picklists are Constrained by Language Specific LOVs?

Symptoms
A NORWEGIAN Application is being developed based on the FRA application. The Object Manager is based on the NOR language.
Some of the LOVs are displaying ENU and FRA values; some of the LOVs are displaying only NOR values.
The expected behavior is for all the list of values to be constrained by the Object Manager language, but some of the LOVs are constrained by the Language and some are not constrained by the Language.
Which LOVs will be constrained by language and which are not?
