Record Count Gives Incorrect Result And Leaves Applet Empty (Doc ID 495195.1)

Symptoms

The following behaviour was observed in Siebel HTIM version 7.7.2 [18325]:

(1) Record Count is not displaying the correct value:
Log into 7.7.2 SIA HTIM Sample DB > Site Map > Opportunities > Opportunities List > All Opportunities across Organization.
1. When the user performs a record count on Opportunity, it states for example 1466 records.
2. When the user steps through all the records to the end there are only 1284 records.
This problem also occurs when there are less than 1000 records in the query. After scrolling through the list, the Record Count works, but if the user re-queries the applet, the Record Count displays the wrong amount of records again.

(2) After performing a Record Count the applet goes blank:
This behaviour is reproducible only against an Oracle Database. Once the opportunities list applet contains more than 100 records, after performing Record Count, the list applet will be blank.

Both issues have also been observed for the following Siebel objects:
Service Requests (in the Service Request List Applet, 'My Service Requests' and 'All Service Request view')
Accounts (in the Account Administration screen)
Sales Orders (in the 'All Sales Orders Across Organisations' view)
Activities (in the 'My Activities' and 'All Activities' views)
