Oracle ALL_ROWS hint in Siebel SQL Queries

Goal
While monitoring the Oracle database we noticed that Siebel often produces SELECT statements with the ALL_ROWS oracle hint, such as the following:
In bigger queries, this hint appears to be causing significant delays for no apparent reason, therefore we'd rather it was not included in the query.
How can we control the inclusion of this hint in Siebel Queries e.g. from Siebel Tools?
