S_DOCK_TXN_LOG ORA-01653: Unable to extend table by 8192 in tablespace

When we try to modify a record in Test environment, we get the following error:

ORA-01653: Unable to extend table SIEBL. s_dock_txn_log by 8192 in tablespace
We think it is due to a full s_dock_txn_log table (it contains over 8.000.000 records).
Most of the records are on Item_Names:
- S_SRM_REQUEST (Limited, 4.000.000 records)
- S_WF_STEP_INST (Private, 3.000.000 records)
We do not use Siebel Remote, and we know that creating remote users we should manage to resolve the issue.
We cannot make tests in Test environment due to the error I mentioned (we cannot create any kind of record).
In development environment we have taken the following actions:
- created a remote client pointing on a user with many positions
- created another remote user pointing on SADMIN.
- Run generate new db
- Extracted the 2 clients
Transaction Processor and router are running, but the table record nr. continues to increase.
We have the following questions:
1- How can we resolve error ORA-01653?
2- In general, How can we empty table s_dock_txn_log?
