SBL-SCM-00028 Error Preventing Navigation To Server Administration Views

Applies to:Siebel System Software - Version 16.0 [IP2016] and later
All the necessary system components such as SRBroker , SRProcessor have started. Views and other screens work perfectly.
However, customer tries to open up the Sitemap > Server Administration > Enterprise Operation view and gets the following error message:
"SBL-SCM-00028: Key not found"
