SBL-SCM-00028 Error Preventing Navigation To Server Administration Views (Doc ID 516044.1)

Symptoms

All the necessary system components such as SRBroker , SRProcessor have started. Views and other screens work perfectly.
However, customer tries to open up the Sitemap > Server Administration > Enterprise Operation view and gets the following error message:

"SBL-SCM-00028: Key not found"
