BS Outbound Communications Manager method CreateRequest does not create activity

Information in this document applies to any platform.
When you check the "Create Activity" flag for a Email Template and use this template in CreateRequest method of Outbound Communications Manager Business Service the CommOutboundMgr Siebel component fail to create the activity.
If you do not check the "Create Activity" the activity does not get created and everything works fine.
In CommOutboundMgr component log files the following error appears:
SBL-DAT-00498: '%1' is a required field. Please enter a value for the field.
Customer has added some fields to the Action BC. Some of the fields are hierarchical pick list and these fields are set to Required.
Customer has added the same fields in Comm Outbound Email BC, and set the custom fields to not required, but the CommOutboundMgr component still fails to create the activity record.
