LOV/MLOVs Return Error Message SBL-UIF-00299 and SBL-DAT-00510 for Certain New LOV Values in Production

Symptoms
There is a hierarchical multilingual list of values (HMLOV) for the hierarchical picklists for the service request Area and Sub-Area fields. The picklist is hierarchical and the Area and Sub-Area field's picklist values are in English and French.
After adding new List of Values (LOV) values and using the LOV Administration view's "Clear Cache" button, the new values only appeared for one of their HI employee facing applications.
The new values did not appear for the SI customer facing application even though the same picklists are being used. These users received the following error:
If one application is ran as a dedicated web client, then the new LOV values worked fine. This indicated that the cause of the incorrect behavior was due to LOV caching.
