Missing ACCESS_RESOURCE_TYPE seed data caused batch server components to be in unavailable state after server startup

Symptoms

Customer was not able to login through thin client as no login page was displayed. The following errors were found in the OM log file and were preventing the execution of the standard Business Service 'Web Engine Interface'.

ObjMgrLog Error 1 000000f4496d71e0:0 2009-01-13 23:27:54 Your current application is running in ENU language and the seed data LOV of type ACCESS_RESOURCE_TYPE name BUS_SVC cannot be found in the database for that language. This is most lightly that the current database was not created with ENU seed data. Please make sure the database contains seed data for the language in which your application is running. Note that this issue would prevent your application to run properly.

ObjMgrLog Error 1 000000f4496d71e0:0 2009-01-13 23:27:54 (acrscengine.cpp (1034)) SBL-DAT-00472: Generic SSA NOTOK error message. 

The login issue was resolved after disabling Personalization by changing the following OM parameter, CFGEnablePersonalization parameter is set to True by default.

CFGEnablePersonalization = False

However customer has found that other components like Workflow Process Manager and Document Server were also failing and becoming in 'Unavailable' state after server startup.
