Solaris Cluster 3.x Node/System/Server will Not Rejoin Cluster and Fails with "_cladm: CL_GBLMNT_ENABLE: I/O error"

Symptoms
After a reboot a Sun Cluster 3.x node will not rejoin the cluster as it will not boot further than single user mode.
On the console the following errors are evident:
Upon further investigation it is observed that the node is stuck in the S75MOUNTGFSYS startup script (for Solaris 8 and 9 systems)
On Solaris 10 systems, svc:/system/cluster/globaldevices:default smf service is not online and the node is stuck in /usr/cluster/lib/svc/method/globaldevices script.
