'Permission denied' After Running 'setfacl -m u:user:7' on Directory to Give All Access

Symptoms
Using setfacl, a user has been granted add and remove file access for a directory. However, the user still can't touch a file or make a directory.
NOTE: The example below gives the user <userA> access to the publish subdirectory.
