Solaris Cluster 3.x Disk Can not be Selected to be Quorum Device (Doc ID 1006586.1)

Symptoms

The Solaris Cluster quorum device should be moved to a new device.
The scconf command seems to succeed, however the error:

"Reading reservation keys from quorum device /dev/did/rdsk/d<num>s2 failed"

is seen upon boot.

The pgre command shows that actual key for a node was never registered.
