Plenty of Free Disk Space but Can't Create Files on UFS Filesystem Due to Fragmentation

Symptoms
The df (1M) command indicates that there is plenty of free space and inodes, but you still cannot create a file on a UNIX File System (UFS).
In general, programs that correctly report the status as received from the kernel will output a message similar to this one:
