SMC0046 would have excluded all devices; not honored
SMC0045 Conflicting exclusion criteria for Job JJJJJJJJ Step SSSSSSSS DD DDDDDDDD
SMC0043 Job JJJJJJ step SSSSSS not allocatable at MINLVL=nn; failing DD DDDDDD

Messages SMC0045 and SMC0046 are always issued together.
Message SMC0043 can occur along with SMC0045/SMC0046 messages but does not all the time.
