Goal

How to convert the HSC CDS from F to G level.
How to dynamically convert the HSC from F level to G.
Converting the VSM CDS level from F to G format.

This CDS conversion process is only required in a virtual environment (with VTCS). In a pure HSC (non-virtual) environment, extended format CDSes (B through G format) make no difference and are not required.
