Many SMF services are disabled during boot

Symptoms
In Solaris 10, svc.startd (restarter) starts services during bootup.
When a system boots, svc.startd uses the milestone's FMRI to determine the services to start. Some documentation infer that milestone of multi-user-server is equivalent to run level 3 on previous versions of Solaris, and this can be confusing. The appropriate FMRI to have in order to start all the SMF services during boot is all and not multi-user-server.
