Symptoms
During application of recommended patch cluster(10_x86_Recommended)  to a x86/x64 system, libC patch(118345-xx) may fail to be added to the system with an error message like this:

"In order to apply this libc patch, the Kernel Patch ID 118855-36
or a higher rev, must be installed and the system rebooted
prior to installing this patch."
