'cfgadm -alv' Shows a 'When' Date of "Jan 1 1970" or "Dec 31 1969" for the IOUs

Symptoms
Running 'cfgadm -alv' or 'cfgadm -alv ap_id' on systems which have IOU (IO Units) will report incorrect dates for the 'When' column. The When column represents the status_time field when the last change was made to the Ap_Id.
