Solaris Cluster 3.x clquorum Command Reports Contradicting Quorum Count (Doc ID 1390202.1)

Symptoms

The output of the clq status -v command does not seem correct.
Under the 'Quorum Votes Summary from latest node reconfiguration' heading, the column called 'Present' is not showing the total number of online votes. See example below:
