Non-global zone /dev has incorrect permissions and ownership (Doc ID 1465418.1)

Symptoms

The non-global zone /dev boots with permission 700 root:root. One changed the /dev permission from the gobal server with the zone halted to 755 and ownership to root:sys.

Changes verified.

When booted to the non-global zone /dev is again at 700 root:root. rpc/bind services will not start.
