Ops Center: Register EC fails with error "Cannot find cert in truststore" can occur if a Web Proxy is configured to intercept SSL (Doc ID 1489068.1)

Symptoms

A customer found they could not successfully register their EC with their MOS account username.

But they were not see the typical error that occurs if a Single-Sign-On (SSO) MOS user account was not linked to their Oracle (Sun) SOA account, ie; they did not see this:

 "Error retrieving Team data from Oracle"

That error occurs if a Single-Sign-On (SSO) MOS user account is not correctly linked to their Oracle (Sun) SOA account. 

Instead, this customer was seeing a different certificate error in their cacao log, the error resembled the following:

 Customers Web Proxy was configured to intercept SSL, this is not a common configuration.
