Oracle Exalytics ILOM Service Hangs - Unable To Get To Login Page

When trying to access the ILOM console on an Oracle Exalytics server via the login URL, the web browser hangs and never displays the login page.
This problem occurs intermittently and when it happens, the web browser and java console must be manually stopped and sometimes the server needs to be rebooted.
