Why do I get

$ sudo ldm migrate -p /var/tmp/pass  <guest> root@:system:<guest>
Password:
Domain Migration of LDom failed

There is a warning message in /var/svc/log/ldoms-ldmd:default.log:

warning: Unable to initialize internal state for migration
cannot fail over LDOMs in any environment
