Trying to Logically Drain a Broken MVC That is Outside the Library but VTCS Attempts to Only Mount the Broken MVC (Doc ID 1530311.1)

Symptoms

MVC was stuck on a tape drive and had to be manually removed from the drive and library by the field engineer.

Attempting to drain the MVC using alternate MVC copies of the VTVs.

VTCS is trying to recall the VTVs from the broken MVC that is outside the library.
