Starting EM12c R2 Agent On Oracle Exalytics Fails With Errors: "Init Operation Failed...agent.SecureAgentCmd main.214 - Failed to secure the Agent..."

Symptoms
Installed Oracle Management Service (OMS) Enterprise Manager (OEM) 12c on Enterprise Linux server.
Then installed the EM12c agent on Oracle Exalytics machine and tried to start the agent.
The agent fails to start and reports the following errors:
