Solaris Cluster HA-Oracle Resource Fails to Start with Error "Internal error when searching for fault monitor" (Doc ID 1562769.1)

Oracle Solaris on SPARC (64-bit)
Oracle Solaris on SPARC (32-bit)

Symptoms

Solaris Cluster HA Oracle server resource fails to start in a non-global zone and reports the following error in the /var/opt/SUNWscor/oracle_server/message_log.<resource-name> log file. 

 The "oracle9_" string at the end of this error message could be "oracle8_", "oracle10_", or "oracle11_", depending on the Oracle RDBMS version being  used, and should be "oracle9_32" or "oracle9_64" when working properly.
