Why does adding a zvol as a swap device take so much longer than adding a lun?

Symptoms
When running a Solaris 10 system patched at or newer than 147440-05 (SPARC) and 147441-05 (x86), adding swap based on a zvol can take a substantial amount of time (e.g. 900gb of swap can take 20-30 minutes), while adding swap based on a lun of a similar size is almost instantaneous.
Changes
The issue does not occur if the patch level is lower than 147440-04 (SPARC) or 147441-04 (x86). The -04 versions of this patch would also exhibit the problems but they were withdrawn.
