Ops Center Library will Not Respond to Any Command, Storage listed as degraded with code (63000)

Goal
On : 12C version, Sun Ops Center, xVM Ops Center
In this case, the buttons associated with the Ops Center NAS software library (Edit attributes, Upload ISO, Upload image, Delete NAS library) were all greyed out. The library would not respond to any command, even an attempt to delete it from the BUI.
When the storage library was selected in from the Navigation ---> Libraries menu, the following message was seen in the center pane of the BUI:
