Why does ps -L display LWPs with 0.00 execution time?

Goal
Customer have a question about the lwp's that have no "execution time", in column "LTIME"
for example:
Why do these lwp's have no "execution time", is there is a reason why these lwp's still exist?
Over the time the total number of lwp's increases on the server.
Customer says the number of lwp's tend to grow over time, but it is difficult to say because when you close a process the number of lwp's is reducing.
