Maximum size of ZFS ARC is incorrectly initialized

Symptoms
When zfs_arc_max is not set in /etc/system, the maximum size of the ZFS ARC is set as follows by default.
- 75% of memory on systems with less than 4 GB of memory
- physical memory size minus 1 GB on systems with greater than 4 GB of memory
However, it can be initialized to around 50% of physical memory minus 1GB with the following releases.
- Solaris 11.1 with SRU 3.4 and without SRU 13.6
In the following example with 16GB physical memory, the max arc size is less than 7GB although it should be around 15GB.
