Solaris Cluster Manager 3.x shows "HTTP Status 500 - type Exception report" after Patching, Upgrade or Installation

Symptoms
After the application of patchset to Solaris Cluster 3.x the Oracle Solaris Cluster Manager GUI stop working with:
HTTP Status 500 - type Exception report
The update of the system included the webconsole patch
- <SunPatch 147673-10> SunOS 5.10: Oracle Java Web Console 3.1 Patch (for SPARC)
or
- <SunPatch 147674-10> SunOS 5.10_x86: Oracle Java Web Console 3.1 Patch (for x86)
Additional errors may include stacktraces as in this screenshot:

The part "java.net.ConnectException: Connection refused" of the above output is also visible in the webconsole log file at /var/log/webconsole/console/console_debug_log.
