Oracle Communications Session Delivery Manager brings Up An Error When Trying To Open An Element (e.g. System)

Symptoms

 

Customer is using NNC73M4P1 and they have successfully loaded the configuration of the SBC. When they try to open an element then we get an error message as you can see in the attached Screenshot.

 

 

 

Also in the DbService.log (Collect-info) found the following entry:
