Solaris Cluster with EMC Quorum Device/Disk Shows 'lost operational quorum' panic or Registering Quorum Fails with 'error 13'

In this situation a Solaris Cluster is used with EMC storage as shared devices.

When rebooting one node of a two node cluster the other will panic with a "Cluster lost operational quorum" message.

Aug 12 10:19:42 node1 unix: [ID 265925 kern.notice] CMM: Cluster lost operational quorum; aborting.
