Are allocation failures in kmem_magazine_X a genuine problem? (Doc ID 2029477.1)

Symptoms

 Occasionally one might see kernel memory allocation failures in kmem_magazine_* such as:

spiff:~ (245)> kstat -p | grep alloc_fail | grep -v '   0$'
unix:0:kmem_magazine_15:alloc_fail    359
unix:0:kmem_magazine_3:alloc_fail    138
unix:0:kmem_magazine_7:alloc_fail    100
