Symptoms
When a user tries to stage back a file, the stager initially shows that it is going to use the Copy 1 tape, only to have the tape name replaced by the copy 2 tape, which is not in the robot. 'sls -D' on the file being staged shows there are no flags on the copy 1 tape that would prevent it from being staged. 'samcmd v | grep ' shows the volume as available.
