Incidents / Alerts not showing up in the opscenter 12.3.1 BUI (Doc ID 2098648.1)

Symptoms

This issue can be seen in a number of different ways:

  1. The Message Center displays "N" critical incidents and "N" warning incidents in the "Unassigned incidents" table.
  2. One or none incidents will be visible the "All unassigned incidents section".
  3. New alerts that come through are not showing in the UI.

Changes

Problem appears after upgrade to 12.3.1 Or fresh install of 12.3.1.
