Attempting to upgrade Solaris on an Ops Center EC or Remote PC fails with this error: Reject: pkg://opscenter/management/... (Doc ID 2100173.1)

Symptoms

This issue was originally discovered as far back as Ops Center 12.2. 

In this example, the customer was upgrading an Ops Center EC on version 12.2.2 to Solaris 11.3.  They used "pkg update".  The same failure can occur when using "zoneadm attach -u", although putting Ops Center components in zones is discouraged.  When this condition occurs, the error messages thrown should look something like this:

The customer attempted to upgrade the Solaris on an Enterprise Controller running Ops Center 12.2.2. 

This same behavior would happen on remote Proxy Controllers under the same conditions.

This can happen on any Enterprise Controller when a Solaris OS update is attempted.
