Standby SBC is Out-Of-Service and Not Coming Up after Several Reboots (Doc ID 2121132.1)

Symptoms

After reboot, standby SBC goes out-of-service.

In this scenario, we increased becoming-standby-time (in redundancy-config) from 240000 to 320000, still standby system was stuck in 'becoming-standby" state and after that goes out-of-service.  We could see the health score as 100, but SIP and Media synchronization was set to false.

Changes

As SIP and Media synchronization were not being pushed from Active Server, Standby was going out-of-service.
