OBIEE 11g Global Cache Not Being Copied to Other Servers on Vertical Cluster (Doc ID 2186944.1)

Symptoms

Using Exalytics bare metal server with Patchset (PS) 3 and OBIEE 11.1.1.7.140225.  The server includes a single instance that has been scaled out to a 4 node, vertical cluster with 4 BI servers, 4 presentation servers and 4 java hosts.

In this environment, global cache has been setup and agents are used to seed the global cache.  When the agents are run, they are run by a user with full privileges (BIAdmin or other administrator user).

In some cases, cache table (.tbl files) are present on the primary node but are not being copied to all of the servers in the cluster. This is preventing cache from being used properly and causing reports to be re-run instead of retrieved from the cache.
