Solaris Cluster 4.3 ORCL.oracle_external_proxy Resource Service Getting "ORA-01017: invalid username/password; logon denied" in 'clrs status' Command (Doc ID 2205005.1)

Symptoms

If running Oracle Solaris Cluster 4.3 the Oracle External Proxy resource is getting invalid login to the database.

Created an Oracle External Proxy service of type "ORCL.oracle_external_proxy:1" but it is not coming up.

The clrs command shows the following:

 

But connecting via SQL*Plus to the database using the fault monitor user/password works.
Also if set the environment variable TNS_ADMIN=<my path to tnsnames.ora> then resolve of service name via TNS is successful.
