On systems with a large number of CPUs and a large number of zpools, "fork: Resource temporarily unavailable" errors occur even if sekpsize has already been increased (Doc ID 2211699.1)

Symptoms

Nov 10 07:17:02 xxxxxx sshd[1022]: [ID 800047 auth.error] error: fork: Resource temporarily unavailable

Changes

 segkpsize was increased several times (up to 8G) but fork failures were still seen on the system
