'major-rfactor' and 'critical-rfactor' parameters in QoS based routing (Doc ID 2282232.1)

Goal

According to the documentation the 'major-rfactor' and 'critical-rfactor' params are numbers from 0 - 9321 interval, however the rfactor is 0 - 93 only.
Does it mean that the rfactor of 93 corresponds with 9321 threshold, rfactor 90 with 9000, 80 with 8000 etc.? Or is there any other rule to be applied.
