GUI Access Broken Via Direct Or Vip IP (Doc ID 2361294.1)

Symptoms

 It was found that when the NOAM was switched from NOAM-B Active to NOAM-A Active that we could not connect to the GUI from the vip IP or the direct access IP.
When logged in on CLI on direct IP or vip IP the ha.mystate showed the vip as transferred properly (i.e., the VIP resourceId showed role as Active)  and allowed us to log in using vip on CLI but GUI could not be reached by multiple attempts from various workstations on the network.
