Symptoms

Routes expected to be deployed were showing as configured

Connections associated with MP were were not coming up

ha.mystate and prod.state showed unexpected/unwanted output

[root@MPSERVER filemgmt]# ha.mystate
0321:144041.832  TR-V  pid: 39253 failed to exit in 15000 msec timeout [39256/SigCtl.cxx:300]

[root@MPSERVER filemgmt]# prod.state
               ...prod.state  (RUNID=00)...
               ...getting current state...
Current state:  X  (product under procmgr)
