Multiple "Link Failure" Alarm When The Link Is Hard Down At Adjacent Node Connected To Eagle STP (Doc ID 2419821.1)

Symptoms

Multiple "Link Failure" alarms observed when the link is hard down at adjacent node connected to Eagle STP.

From the PIC alarming, it is found that there is restoration alarm of link while it should not be the case as the physical link has been disconnected already(at adjacent node connected to Eagle STP).

PIC has more that a thousand "Link Failure/Restore" alarms, while in the eagle STP logs, it is only one alarm.
