INIT ACK Are Not Being Processed In STP (Doc ID 2427185.1)

Symptoms

The customer accuses 6 various SCTP associations in STP1 that went into "CONNECTING" state. The associations are configured with other local STPs and also external STPs and have been working before without problems.

PCAP traces have been taken from both ends. 
Two traces have been attached to the SR as examples: one from local STP, one from other STP.  We are seeing INIT messages being sent from STP1 (IP address 1) and received by other STP (ip address2). The other STP is sending back INIT ACK. After that, this transaction is not processed by STP1. We can see in both cases the HEARTBEAT and HEARTBEAT ACK, which means that the IP layer between both cases ok and correctly configured.

All the outer nodes are reachable via ping and traceroute.



Customer is asking why are the STPs discarding the INIT ACK.

Changes

The associations have been properly established before. No activity has been performed on the STP1.

 In the morning all the mentioned assocs turned into CONNECTING state.
