NetMGMT port connectivity issue on T2000 (Doc ID 2432374.1)

Purpose

The purpose is to help troubleshoot the NetMGMT port connectivity issue.
We noticed that this issue can in some cases be triggered by a faulty PSU unit.

Symptoms:

Ping test :
time ping -s <host>m
PING <host>m: 56 data bytes
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=10. time=0.740 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=12. time=0.731 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=17. time=0.975 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=18. time=0.789 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=22. time=0.886 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=25. time=0.714 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=33. time=0.752 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=52. time=0.843 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=57. time=0.925 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=61. time=0.704 ms
64 bytes from <host>-alom (nn.n.n.nnn): icmp_seq=72. time=0.706 ms

NOTE :

Notice port configurations rules and LED activity. The LED can flicker at a faster then normal rate.
