Diameter Signaling Router (DSR): Files Exported To File Management Directory Are 0Byte

Symptoms
Export configuration files from Diameter Common --> Export to File Management directory, then download the files from Status & Manage --> Files.
The downloaded files are 0byte in sizes
User exported some configuration files via Diameter Common -> Export to File Management directory. Then they tried downloading the files in the Status & Manage -> Files UI, but the downloaded files were always 0 bytes in size.
These files, when viewed on GUI, show correct size but when the files are downloaded will result in 0byte file size.
We found that the files in the /var/TKLC/db/filemgmt/ directory were created with root:root ownership and permissions 660, so that they were apparently unreadable by the user that the web server was running under. Changing the file owner and/or permissions helped to work around the issue, but a permanent fix is needed.
