Goal

Two DSRs in the network have similar configurations.  At the first, the inbound Gx CCR-I message is caught by a specific Application Route Table and per rules sent to PCA/PDRA application, then sent to a named Peer Routing Table (specified by the PCA/PDRA application) and sent to a second DSR.  At the second DSR with the same configuration and rules in place, the message is not sent to PCA/PDRA or to the expected Peer Route Table (as specified by PCA/PDRA application) and hence fails to successfully route.
Why is the message not routed to PCA in the second DSR so it can be routed to the right PRT?
