Diameter Signaling Router (DSR): NOAM License Measurement Report Does Not Match SOAMs RoutingMesgs Counter Value (Doc ID 2476618.1)

Goal

Customer complains about discrepancy between NOAM License Measurement report (Introduced in DSR 8.1 onwards) and SOAM Diameter Performance report.

Previously Consumed capacity was calculated based on SOAM Diameter Performance report, value of counter RoutingMsgs were devided by 300 for 5min report to get Msgs per sec value.

If we compare RoutingMsgs/300 with what NOAM License Measurement says, they does not match. Please explain why the values are different.
