'ps -ef' as a non-root user seems to be broken for processes it doesn't own

Symptoms
All the users except "root" can only see/list their own processes. When logged as "root" all users processes can be seen. When a user is logged in as, say "oracle" and run 'ps -ef' the screen output will only list the "oracle" user's processes.
Information about other users processes is hidden and only the "root" user can see information about all processes.
